Makers can invite others within their organization to co-author an agent by assigning roles like Environment Maker and Bot Contributor, which enable full editing without risking unauthorized deletion. These roles help ensure that only intended collaborators can modify or publish the agent, maintaining the integrity of the development process.
To manage permissions efficiently, the System Administrator or any user with the prvAssignRole privilege can grant access during the sharing process. This minimizes delays and enables multi-author environments where contributors can build, configure, and test the same agent in real-time.
Secure Sharing Across Teams and Organizations
Copilot Studio supports two primary sharing modes for chat interaction: sharing with security groups and sharing with everyone in the organization. For instance, a customer support bot can be shared with a support team’s security group, allowing only its members to interact with the bot. This keeps usage aligned with access policies while enabling team-wide adoption.
This is especially useful when you want to maintain separation between creators and end-users. Instead of manually assigning access to individual users, admins can streamline distribution using Microsoft Entra ID (formerly Azure Active Directory) groups, ensuring scalable and compliant deployment.

Additionally, icons at the top of the authoring canvas indicate real-time editing status. If multiple authors attempt to save conflicting changes, Copilot Studio intelligently prompts the second user to either discard changes or save a copy. This conflict-resolution mechanism preserves the work of both contributors and allows them to later merge their ideas seamlessly.
Collaborative Power Automate Integration
Many Copilot Studio agents rely on Power Automate flows to execute backend tasks. However, simply sharing an agent doesn’t automatically grant access to its associated flows. To ensure proper collaboration, authors must share these flows individually within Power Automate by assigning co-owners or editors. This separation of access control is designed to protect sensitive logic or data embedded within flows while still enabling collaboration at a functional level.
Testing is critical here; authors should validate agent behavior to ensure users interacting with the bot have appropriate permissions to execute the connected flows. The Copilot Studio test panel provides a safe environment to simulate usage and confirm access integrity.
Streamlined Management and Governance
Managing user access at scale requires more than just interface-level sharing. That’s where environment-level roles come into play. System administrators can assign predefined security roles like Transcript Viewer to provide visibility into conversation histories, useful for quality reviews, audits, and compliance tracking. This is especially relevant in regulated industries, where access to conversation transcripts must be tightly controlled.
